Fundesporte Balneário Camboriú: how the FME call for projects works
FUNDESPORTEBC call: the fund of Balneário Camboriú’s FME had R$ 750,000 in 2026. See lines, criteria, deadline and who can apply.

Fundesporte (FUNDESPORTEBC) is Balneário Camboriú’s municipal sports fund: the Fundação Municipal de Esportes (FME), the city’s municipal sports foundation, opens one call for projects a year and passes budget money on to projects from selected organizations. In 2026, call 004/2026 set aside R$ 750,000. It is not a tax incentive: nobody deducts tax, the organization receives the money and reports on its use. This article explains what it is, who can take part and how the call works. This is how organizations in Brazil do it; readers abroad do not pay tax in Brazil, but they can still see how local sport is funded.
Where Fundesporte comes from
Law nº 3,344/2011 created Balneário Camboriú’s Municipal Sports System and FUNDESPORTEBC. Art. 13 lists the funding sources for municipal sport: the budget, sports funds, donations, sponsorships and bequests, and tax incentives provided by law. Funded projects must display the logos of the city government, the FME and FUNDESPORTEBC.
Project selection involves the Municipal Sports Council (Conselho Municipal de Esportes, CMEBC), which sits on the evaluation committee.
Call 004/2026 in numbers
According to the city government:
- Total amount: R$ 750,000.
- Incentive lines: educational sport; training through courses, workshops and seminars; holding sports events; high-performance sport.
- Who applies: civil society organizations and interested entities, through the 1Doc platform.
- Rule: each organization submits a proposal in a single line.
- Execution: throughout 2026, in line with the city’s Ten-Year Sport and Leisure Plan (Plano Decenal de Esporte e Lazer).
- Deadline: applications until March 11, extended to March 16, 2026, at 11:59 p.m.
- Selection: a Special Committee made up of the FME and the CMEBC.
The full call is on the FME public calls page.
The evaluation criteria
The city government listed the criteria for the technical review:
- the organization’s experience;
- operational capacity;
- justification and public interest;
- targets;
- schedule;
- plan for applying the funds.
In practice: a new organization with no track record, no team and no detailed budget has little chance. An organization with years of activity, documented results and a clear spreadsheet comes out ahead.
Step by step for the organization
- Read the whole call on the FME page before you start. Note the required documents and dates.
- Choose one line. A project for children outside school hours usually fits educational sport.
- Build the project with an objective, target audience, numerical targets, a month-by-month schedule and an item-by-item spending plan.
- Gather the organization’s documents: bylaws, minutes, CNPJ (company tax ID), clearance certificates, proof of experience.
- Apply through 1Doc within the deadline. Do not leave it to the last day.
- Follow the result and, if approved, sign the funding agreement (termo de fomento) and follow the schedule.
- Report on the use of funds with invoices, photos and reports. Reporting is what secures the next call.
Example with round numbers
An organization asks for R$ 50,000 for a year of Muaythai classes in two public schools, with 100 children. The spending plan breaks it down: equipment (gloves, bags, protectors), instructor pay, transport to competitions and uniforms. Each item with quantity, unit price and total. Targets: 100 children enrolled, 80% attendance, two public demonstrations. That is what the committee wants to read.
Fundesporte and the Sports Incentive Law: the difference
| Fundesporte | Sports Incentive Law | PIE/SC | |
|---|---|---|---|
| Money comes from | City budget | Imposto de Renda (income tax) of individuals and companies | ICMS (state tax on goods and services) of Santa Catarina companies |
| Who decides | FME + CMEBC committee | Ministry of Sport approves; the donor chooses | FESPORTE, Santa Catarina’s state sports foundation, approves; the company chooses |
| Does the donor deduct tax? | No | Yes | Yes |

Common mistakes
- Applying in two lines: only one per organization is allowed.
- Asking for an amount without a detailed spending plan.
- Forgetting the previous year’s financial report.
- Treating Fundesporte as private sponsorship: it is public money, with public money rules.
- Missing the 1Doc deadline.
What about Muaythai in Balneário Camboriú?
Projeto Campeões do Futuro (“Future Champions”), Mestre Paulo Ribeiro’s free project for children outside school hours, is exactly the kind of activity the educational sport line describes. FECAMTT, the Santa Catarina Traditional Muaythai Federation, states in its own documents that it took part in call 004/2025 (Technical Opinion nº 016.2025) and signed Funding Agreement 11/2026; the amount has not been confirmed in an official source, so we do not publish it.
Remember: Campeões do Futuro and FECAMTT do not receive Imposto de Renda. Muaythai nas Escolas (“Muaythai in Schools”) is in PIE/SC (Santa Catarina’s Sports Incentive Program), funded with ICMS from Santa Catarina companies: see Muaythai nas Escolas. For individuals, the routes are on the Support page.
How to do it today

- Start building the project now: targets, schedule and spreadsheet.
- Document what the organization has already done this year, with photos and numbers.
- If you are an individual, remember that Fundesporte gives no deduction; use the federal routes.
This is how organizations in Brazil do it. If you live abroad, you do not pay tax in Brazil, but you can still support the project: want to know how Campeões do Futuro prepares for these calls? Talk to the Mestre.
