SAT registration for PIE/SC: what to do before transferring

SAT registration is mandatory before any PIE/SC transfer. See what the decree says, what your accountant needs and the fatal mistakes.

Registering in SAT is the step that separates a sponsorship that becomes a credit against ICMS (state tax on goods and services) from a sponsorship that is just an expense. § 1 of art. 470 of Annex 6 of the RICMS/SC (Santa Catarina’s ICMS regulation), as worded by Decreto nº 880/2025, states that the crédito presumido (presumed tax credit) of PIE/SC (Santa Catarina’s Sports Incentive Program) depends on prior registration, in SAT, of the support for the project and of the amount to be applied. Prior means before transferring a single cent. This is how companies in Brazil do it; readers abroad do not pay tax in Brazil, but the steps below show how a local sponsor keeps a project funded. This article explains what SAT registration is, who does it and what to have at hand.

What SAT is

SAT is the Tax Administration System of the Santa Catarina State Finance Department (SEF). It is the same environment where the company files its DIME (monthly state ICMS return) and checks its tax status. The PIE registration happens inside it, using the taxpayer’s access or that of an authorized accountant.

The SEF page Saiba mais: PIE is the official starting point for operational guidelines. Screens and menu names may change; the rule in the decree does not.

Why the order matters

The decree does not say “register the support”. It says the credit “depends on prior registration”. The difference is legal: without registration before the transfer, the requirement has not been met and the credit does not exist. There is no way to fix it afterwards, because the transfer has already happened.

In practice, the accountant needs three things before opening SAT.

Checklist before registering

  1. Tax status up to date. § 5 requires DIME and EFD (digital tax bookkeeping) filed and a clearance certificate for state debts, or a positive certificate with the effect of a negative one. If anything is pending, sort it out first.
  2. Project details. Number of the project approved by FESPORTE, Santa Catarina’s state sports foundation, name of the proposing organization, CNPJ (company tax ID) and a valid fundraising letter. According to the FESPORTE FAQ, only approved projects receive the letter. See the PIE fundraising letter.
  3. Amount to apply. The decree asks for the amount that will be applied. Calculate it based on the company’s limit: 15%, 10% or 7% of the ICMS due per period, depending on its revenue bracket. The calculation is in the PIE/SC limit by bracket.

Step-by-step registration

  1. Log in to SAT with the company’s digital certificate or with the accountant’s electronic power of attorney.
  2. Find the Programa de Incentivo ao Esporte feature, following the SEF’s current guidelines.
  3. Enter the supported project (number and proposing organization) and the amount to be applied.
  4. Confirm and keep the registration receipt, with date and time.
  5. Only then make the transfer to the project’s dedicated account.
  6. In the assessment period of the transfer, take the credit, respecting the bracket percentage, the amount transferred and the balance due for the previous period.

The company’s full roadmap, from eligibility to record-keeping, is in how to sponsor through PIE/SC.

Example with round numbers

A company in the 15% bracket has ICMS due of R$ 40,000 a month and wants to support a project with R$ 24,000. The monthly limit is R$ 6,000. The accountant registers in SAT the support for the project and the amount of R$ 24,000, plans four transfers of R$ 6,000 and takes R$ 6,000 of credit in each of the four months. If the R$ 24,000 were transferred all at once, the credit for that month would be capped at R$ 6,000 and the rest would depend on the limits of the following periods; check with the SEF how to handle the balance.

Fatal mistakes

  • Transferring before registering. There is no fix.
  • Registering with an expired certificate. § 5 blocks the credit.
  • Registering a project without a valid fundraising letter. FESPORTE only authorizes fundraising for approved projects.
  • Entering an amount lower than what will be transferred and then trying to claim the difference.
  • Forgetting the reversal. If the project returns money to the company, the corresponding credit must be reversed (§ 6).
  • Confusing SAT with Prosas. Prosas is the FESPORTE platform where the organization registers the project and reports on it. SAT belongs to the Finance Department, where the company registers the credit.

What this has to do with children in the ring

The Muaythai nas Escolas (“Muaythai in Schools”) project, run by FECAMTT, the Santa Catarina Traditional Muaythai Federation, was approved under PIE/SC according to the federation’s 2025 media kit, with a value of R$ 100,000.00. The official project number and the fundraising letter have not yet been published here; ask the federation for both documents before registering the support in SAT.

The federation is chaired by Mestre Paulo Ribeiro, who for more than twenty years has run Projeto Campeões do Futuro (“Future Champions”), free Taekwondo for children after school hours in Balneário Camboriú. Every registration done in the right order is a month of training guaranteed for these children. See the Muaythai nas Escolas page.

The usual reminder: this project receives ICMS through PIE/SC, not Imposto de Renda (income tax). For individuals, the legal options are on the Support page.

How to do it today

  1. Ask your accountant to check DIME, EFD and the clearance certificate.
  2. Ask the organization for the project number and the fundraising letter.
  3. Set the amount within your bracket’s limit.
  4. Register in SAT, keep the receipt and only then transfer.

This is how companies in Brazil do it. If you live abroad, you do not pay tax in Brazil, but you can still support the project. Need the Muaythai nas Escolas documents? Talk to the Mestre.

Frequently asked questions

What is SAT registration?

It is the prior registration, in the Tax Administration System of the Santa Catarina Finance Department, of the company’s support for a PIE project and of the amount to be applied. It is set out in § 1 of art. 470 of Annex 6 of the RICMS/SC.

Can I transfer first and register later?

No. The decree makes the crédito presumido (presumed tax credit) conditional on prior registration. A transfer made before it does not generate any credit.

Who does the registration?

Usually the accountant or the person in charge of tax matters, using the company’s access to SAT. The company must have its DIME and EFD filings up to date and a certidão negativa (tax clearance certificate).

Do I need to register each transfer?

The decree speaks of registering the support for the project and the amount to be applied. If the company will pay in instalments, register the total amount and check with the SEF how to record each instalment.

Where can I find the operational guidelines?

On the website of the Santa Catarina State Finance Department, on the PIE page, and in the DIAT guidelines. Always check the latest version before operating.
